In the U.S., you can start flying lessons at any age, if you can afford. Keep in mind, they are extremely expensive, especially with the price of gas in these days! You can fly solo when you are at least 16 years, with approval, an instructor. You can get your private pilot license, which allows you to carry passengers, when at least 17 and have experience to pass the tests. You must be 18 to obtain a business license, which requires more time and experience itself, and must pass additional tests. For air score must be at least 23 years and have more experience and even take tests over (And it's not easy!)
